I have 2 estimates for a large (20,000 lb) cross-countrymove and both ask 50-60% to be paid at pickup. They are both federally registered movers? Is this legitimate? Everything I read indicates payment is due on delivery, except for a possible small deposit.

It is suspicious that the moving company would ask for a 50 percent deposit up-front. That is often a sign of a rogue mover. In this case they might be asking for it because it is a cross-country move, but you wouldn't want to give the company a lot of money and have them run off with your stuff. 

Do a background check
Make sure, that before your hire any mover, you do a thorough background check and read reviews for the moving company here at Movers.com, the company website and sites like Yelp. These are the best ways to find out if the mover you want to go with is legitimate.
