If your moving company will not pay for broken or stolen items without a receipt, there isn't much you can do short of taking them to small claims court. You should still file a complaint with the Better Business Bureau and the Federal Motor Carrier Safety Administration.
The Better Business Bureau
At the very least the BBB will try to contact the moving company on your behalf. The movers will be asked to respond and the BBB will forward you any information they receive. They cannot however require the moving company to pay for your damaged or stolen belongings. The complaint will be placed on their record.
Federal Motor Carrier Safety Administration
Filing a complaint with the FMCSA can lead to a federal investigation if the company is suspected to be violating commercial regulations. If this is the case you may be asked to provide more information at a later time.
